Programs Currently Under PMHCC

The following programs and affiliate organizations currently operate under PMHCC:


Behavioral Health Special Initiatives and Intensive Case Management

The focus of these initiatives is providing support and arranging treatment and ongoing intensive case management for people with primary substance abuse issues with or without health insurance.

Children's Services

    Summer Camp Grant Program

    PMHCC provides administrative support to this program designed to provide normalization for children with a mental health diagnosis during the summer. Opportunities for normal, social contact with peers participating in recreational and “fun” activities are provided.

Coordinated Consumer Services (CCS)

This program consists of four units, all of which provide clinical support to the Philadelphia Office of Mental Health (OMH) by dealing with client specific issues.

Continuity of Care Teams (COC)

This program provides critical support to Community Behavioral Health (CBH) by engaging CBH enrollees who are non-responsive to traditional treatment approaches, but who access a high volume of behavioral health services.

Family Training and Advocacy Center for Mental Illness (FTAC)

This program was initiated for the purpose of providing training and education for professionals and families and advocacy on behalf of families and consumers.

Developmental Medicine Division (DMD)

The Developmental Medicine Division (DMD) was established in 1989 with the mission to “enhance the quality of health care through the development and implementation of systems, which support individuals with mental retardation.”

Risk Management Unit

The Mental Retardation Services Risk Management Unit performs incident management, plans of correction, data management, quality management and a professional development program. The unit also conducts independent investigations of incidents involving abuse, neglect, misuse of funds, death and injury resulting from restraint. Unit activities are carried out in accordance with Commonwealth and City policies and Pennhurst litigation requirements.

Philadelphia Coordinated Health Care (PCHC)

Philadelphia Coordinated Health Care (PCHC) is the Southeastern Regional Health Care Quality Unit, funded jointly by the five Southeastern Regional County Offices of Mental Retardation. PCHC’s mission is to support adults with intellectual and developmental disabilities in accessing community based health services, including medical, dental and behavioral health. PCHC provides training, technical assistance, health care community outreach and advocacy to individuals, families, mental retardation providers, county staff, supports coordinators, the SE Regional Office of Developmental Programs and their risk management department, as well as training for community health care system staff. PCHC works closely with all these groups to improve health outcomes for people with intellectual and developmental disabilities.


PMHCC Community Treatment Teams, Inc.

This is an affiliate organization, which provides intensive case management services to people with severe mental illness and/or mental illness and addiction.

1260 Housing Development Corporation/Columbus Property Management

This is an affiliate organization, which develops and manages residential units for people with behavioral health issues who are able to live independently with appropriate support and services.


Services Provided by PMHCC to Its Programs

PMHCC provides four core administrative functions for the entities which operate under its structure: 1) fiscal management, including accounting, payroll, contracting; space and equipment management including purchase and maintenance of equipment and vehicles, office space rental and facilities management; 2) information services, including procurement of computer equipment, maintenance, training, support of a network and management of the telecommunications system, 3) human resources management, and 4) consultation on administration, management, and organizational development.

PMHCC serves as a contractor for nearly 100 consultation contracts on behalf of several City of Philadelphia human services departments and assigns over 150 of a total of approximately 270 PMHCC employees to those same departments funding these positions.
